  Zhuzhou Chenzhou issued its first batch of health cards

  Hunan is one of the second batch of pilot regions for issuing resident health cards nationwide. On the 30th, Zhuzhou and Chenzhou, as the first regions to launch health cards, implemented a combination of bulk and on-site card issuance.

  It is understood that Zhuzhou City currently uses the established municipal regional health information platform to provide horizontal one-card services between different hospitals within the city. Currently, 8 public hospitals and 21 community service centers in the urban area are interconnected with the municipal regional health information platform; In contrast, Anren in Chenzhou City adopts a batch card issuance model, achieving interconnectivity and resource sharing among county-level hospitals, township health centers, and village clinics, with a "one-card card" function for diagnosis and treatment.

  Zhang Jian, Director of the Provincial Health Department, stated that after the successful pilot of this time, the health card will be fully interconnected and shared across the province both horizontally and vertically, with resource sharing. At the same time, with support from provincial-level regional health information platforms, medical and health institutions in Zhuzhou and Chenzhou will also achieve interconnection and interoperability of patient information between different cities.

  Telemedicine will be more convenient and faster

  It is understood that the resident health card issued by Hunan Province combines a bank card, achieving dual functions for health and financial applications. It is currently the most technologically advanced and fully functional smart card in the IC card application field. It can support patient medical services at various levels of medical institutions, including patient identity authentication, self-service registration, triage, health record retrieval, examination and medication pickup, card payment, and self-service receipt printing. Cardholders can use it according to their personal needs. As health card functions continue to improve, In the future, medical services such as appointment registration, examination appointments, and hospitalization appointments will also be implemented, which is of great significance for reducing queues at large hospitals and facilitating public medical care.

  The use of health cards will make it easier for patients to seek medical care. Using the Resident Health Card as an effective carrier, it will enable information sharing and dynamic updates of residents' electronic health records and medical records, enabling resident identity identification, recording of basic personal health information and main diagnosis and treatment information, cross-regional and cross-institutional data exchange, and fee settlement in medical and health service activities, facilitating cross-region medical treatment and medical insurance settlement for the public. At the same time, hospital consultations and remote consultations will become more convenient. Through the application of health information technology, telemedicine consultations and remote medical education can be realized, enabling the sharing of high-quality medical resources between community health service institutions and hospitals, as well as between urban and rural areas, thereby promoting the improvement of primary healthcare service levels. In addition, through the issuance and use of resident health cards and the application of new technologies, health administrative departments and hospital management methods can be further innovated, establishing mechanisms for monitoring medical care quality, operating costs, and medical expenses.

  In 2015, the health card is expected to be available throughout the province

  Zhang Jian stated that in 2013, Hunan Province will accelerate the issuance of resident health cards, achieve comprehensive issuance of resident health cards at provincial-level medical and health institutions as well as medical institutions in Zhuzhou, Xiangtan, and Chenzhou, and gradually achieve province-wide distribution. By 2015, the goal is for 80% of urban and rural residents in our province to have a nationally standardized resident health card.
