Let's take a look at how a construction site in Hubei Province uses IC cards to supervise and manage migrant workers' wages.
As the year draws to a close, to ensure every worker has a wage and can go home for a happy New Year, on January 18, a reporter from Jingchu Net followed the Hubei Provincial Department of Human Resources and Social Security to the DSM project site of China State Construction Third Bureau First Company, located at the intersection of Wuluo Road and Zhongnan Road in Wuhan, to check whether migrant workers' wages are paid on time.
At the site, the reporter saw that the site had a "Workers' Monthly Wage Payment Bulletin Board," displaying the wage information of nearly 600 workers. Each worker's name corresponded to the type of job, working hours, and the monthly wage amount received on time. Project manager Du Huabin explained that China State Construction Third Bureau Company has specially developed the "Labor Real-Name Management Information System" software. The site issues real-name IC cards to each migrant worker, which inputs information such as age, job type, and photo into the card, making the wage payment time and amount clear at a glance.
Pei Chengzhi, a worker from Enshi, told reporters that since coming here last May, wages are settled on the 29th of every month. All wages from before September 2015 have been paid in full, with the rest settled before the Spring Festival.
Reporters learned that after workers receive their wages, the information is immediately reported to the construction company. If wages are not paid within 60 days, the system will automatically alert them. Upon receiving an alarm, project managers will step in to handle the situation. To this end, the project department strictly urged labor subcontractors to sign "Team Subcontract Contracts" and "Labor Contracts" with the teams, and to file them with the project department.
