Now, residents holding this health card will gradually enjoy a series of convenient health and family planning services, including medical appointment registration, outpatient registration, emergency and outpatient payment, access to personal resident health records, self-service printing of test and examination reports, cross-institutional electronic medical record borrowing, and mutual recognition of test results. This health card will gradually replace the new rural cooperative medical certificate (card), existing diagnosis and treatment cards issued by hospitals themselves, and cards related to health and family planning services, realizing a "one-card system" for health and family planning services.
It is reported that Tongren City will adopt a card issuance strategy of "mainly regional bulk issuance, supplemented by sporadic issuance by institutions, and targeted breakthroughs for specific groups," to promote the issuance of resident health cards comprehensively, accelerating coverage of health cards for residents at the county level. For impoverished populations and family planning special support groups, relying on services such as the New Rural Cooperative Medical Scheme, immunization program, maternal and child health, health checkups, and family planning incentives, resident health cards will be issued in bulk. Medical and family planning service institutions will use them as windows to issue resident health cards sporadically to the floating population and patients.
