The Sanya Bus IC Card will be interoperable with more than 30 cities

　　Currently, almost all major cities in China have implemented the "All-in-One Card" system, allowing citizens with cards to enjoy convenient services such as travel discounts. The demand for IC card popularization among Sanya residents and tourists is also growing strong. Recently, reporters visited Sanya bus stops, where citizens and tourists expressed their intentions.

　　Mr. Fu, a resident of Sanya, told reporters that while other cities have "all-in-one cards," Sanya buses have not implemented it. Citizens can only take change to ride, and without change, they cannot take the bus, which is very inconvenient. Moreover, for those commuting by bus, carrying large amounts of change in their bags every day is very inconvenient.

　　Ms. Lin, who has worked in Sanya for three years, said that the widespread adoption of IC cards is a sign of a city's development. Citizens get discounts when using IC cards for transportation, which many look forward to.

　　Kobayashi, who works at a bus company, said that promoting IC cards is also good for bus companies, because Sanya doesn't implement card swiping on buses and always collects a lot of change. This requires dedicated manpower to count money. If cards can be swiped, it will be much more convenient.

　　Ms. Li, a tourist from Zhengzhou, said that the "all-in-one card" in Zhengzhou is very common, but after arriving in Sanya, she still had to pay coins to take the bus, which she found quite unfamiliar. Ms. Li said that Sanya is a nationally renowned tourist city. If the "all-in-one card" system can also be implemented and interconnected with other cities, it would indeed be good for tourists, and Sanya's image could be greatly enhanced as a result.

　　The "Sanya All-in-One Card" is expected to be fully implemented

　　The reporter consulted the relevant departments about this matter and quickly received a positive response. The authorities stated that the Sanya municipal government attaches great importance to promoting the "Sanya All-in-One Card" initiative and has established a dedicated leadership group for the Sanya City All-in-One Card project. Since the future functions of the "Sanya All-in-One Card" will not be limited to taking buses but will expand to serve citizens and tourists in a broader scope, it will involve cross-departmental and multi-sector sectors. After research by the Sanya City All-in-One Card Project Leading Group, it was ultimately decided that Hainan Zhicheng Technology Development Co., Ltd. would be responsible for the implementation of the "Sanya All-in-One Card."

　　Next, Mao Dingyuan, head of Hainan Zhicheng Technology Development Co., Ltd., gave reporters a detailed introduction to the "Sanya All-in-One Card" initiative.

　　Mr. Mao stated that the future development direction of the "All-in-One Card" mainly has two functions. On one hand, it is related to citizens' daily lives, such as taking public transport, taxis, and paying utility bills. If the "All-in-One Card" can be integrated with hospitals and social security systems, they hope to enter these areas to better provide convenience for citizens. Second, tourism services will be integrated into the system, so in the future, out-of-town visitors to Sanya will be able to purchase the "All-in-One Card." This card is essentially Hong Kong's "Octopus card"; with this card, tourists can use it to take public transport, enter attractions, and check into hotels. By applying the "One Card" in tourism services, tourists' opinions, data, and feedback are collected, and a integrity evaluation system for merchants is established through information technology. The company reports the aggregated data to the Tourism Commission, the Administration for Industry and Commerce, and other relevant departments, facilitating government management, evaluation, and promotion of merchants.

　　Mr. Mao said that the "One Card" is currently being gradually implemented, with the primary goal being a trial run before the Spring Festival. By conducting a two-month trial run on two or three relatively long bus routes, the future development of the "One Card" is being explored.

　　Speaking of interoperability with other cities, Mr. Mao said that the IC Card Application Management Center of the Ministry of Housing and Urban-Rural Development has already designated eight cities in Sanya and the surrounding Yangtze River Delta. The Ministry will continue to expand the scale of interconnected cities, planning to include more than 30 cities this year. If interconnectivity is achieved, it would be very beneficial for tourists. For example, if a visitor buys a card in Sanya and hasn't spent all the fees, they can return directly to their city and continue using the card to ride the bus. Mr. Mao said that after a two-month trial period, the "One Card" is expected to be fully implemented in Sanya around May Day 2013. Tourists holding their local cards can interchange in Sanya by the end of 2013.

　　Tourists holding local cards are not eligible for discounts on public transport

　　Regarding the "All-in-One Card" bus discounts, Mr. Mao said that recently, tourists using their local cards in Sanya still pay regular prices and do not receive discounts. However, if tourists purchase "All-in-One Card" in Sanya, they enjoy corresponding discounts.

　　It is understood that the "One Card" is tentatively divided into real-name and anonymous systems, with holders of the real-name system enjoying a lower discount. Currently, how to offer discounts to local residents, floating population, and tourists still awaits the decision of the relevant municipal government departments. They strive to ensure that consumers purchasing cards in Sanya enjoy equal preferential rights within the limits of financial means. Additionally, seniors and children can enjoy even lower discounts.
